What percentage of public school teachers are inexperienced, teaching out-of-field or ineffective?

Inexperienced teachers are educators who have an initial two year license.

Out of field teachers are those operating on a provisional license because they do not meet the licensure requirements in a particular content area.

Ineffective teachers are teachers who do not meet the Iowa Teaching Standards.

The quartile tables show schools within the district broken into quartiles by free or reduced lunch eligibility status (High Poverty: schools among top 25% of all Iowa public schools in FRL percentage; Low Poverty: schools among bottom 25%). The purpose of this analysis is to examine the differences between high and low poverty schools within the district to ensure equity exists. Note that it's possible the district has no schools that are either high poverty or low poverty.
