What does this score mean?

Each state must include the measurements of interim progress toward meeting the long-term goals for academic achievement, graduation rates, and English language proficiency, set forth in the state’s ESSA plan. For academic achievement and graduation rates, the state’s measurements of interim progress must take into account the improvement necessary on such measures to make significant progress in closing statewide proficiency and graduation rate gaps.

The first number on the left hand side of the horizontal bar is the overall score. The target score is the short-term step to ensure the school is moving toward its long-term achievement plan. The third number is the long-term achievement goal.
